All over the world, technology is being evolved like anything. What we have today is more than we dared to imagine yesterday. new technological models, new  communicating new developmental issues etc. The speed of technological modify has brought Fourth Industrial Revolution. The processing power of computers and devices is getting faster, The inclusion of technological services has been critical in increasing social connections among people. Social websites such as Facebook and Instagram have been useful in facilitating communication and maintaining touch with friend and relatives of close ties. It is found that admission to the internet is necessary, but contact is nothing without skills and empowerment. Technology is very powerful on the levels of relations among societal members of society since new social opportunities arise when we include technology in our day to today life. Technology offers people contact to a broader range of opportunities thus creating a social divide between those who are accessible and those who are lacking. Such separation creates a possible for social conflicts in the communities where the wealthy can have access to the technology while the poor are banned. Technology affects different cultures in different type’s ways both positive and the negative without any doubt. This technological change has the possibility to create social inclusion and inclusive development of societies at the earliest. Poor and excluded sections need to improve access to need based technology for the real development. Technological education for everyone is need of the hour so they can fully benefit from the opportunities it opens up

PREFACE

India at present witness for Two trends that have the potential to considerably improve the health of its rural people. The first is the rising general feeling that the system of the quality public health services is in crisis. And the second is India‘s courageous and strong efforts to reinforce the voice of the rural poor through the decentralization of health services. It is argued that these two apparently separate trends that can converge to generate real reforms in the health sector in India. Also it gives potential for the increased accountability that local governments can provide.

The United Nations International Conference on Population and Development (ICPD) in Cairo, 1994, and the Fourth World Conference on Women in Beijing, 1995, outlined factors considered critical to the  technology and development. At these meetings, 179 countries agreed on a 20-year plan to stabilize the world’s population, premised on the notions that population, development and the environment are integrally linked and that empowerment of technology is needed to make this vision a reality. Empowerment of weaker section was defined to include providing poor with access to employment, education and quality healthcare, as well as freedom from discrimination, coercion and violence. These factors were linked to fertility decline, a global phenomenon that is a growing concern for governments planning for future workforce and social security. People around the world facing several changes only the reason for urbanization. Over the past two centuries around 5% to 50% of the world’s inhabitants living in big municipalities it is guess that two-thirds of the people will live in enormous municipalities by. There are several reasons for urbanization like industrialization, searching for better opportunity, insecurity of food in rural areas and for political shelter which we call political refugee. These massive portion of resident not only pressure on environment but also strike a huge impact on the overall condition of housing. Because of rapid urbanization the overall conveniences of housing are reducing. All these problems needs to be handled using culture based technology at the earliest.
